Quality and Quantity in EVS, the role of the promoters

The EVS actors will gather in order to: - share their conceptions of a top-quality EVS; - analyse their own characteristics, limits and solutions; - establish long-lasting partnerships; - create a manual about the management of EVS and disseminate it.
In 2016, the European Voluntary Service (EVS) celebrated its 20th anniversary, and this is an opportunity for the promoters of this program to make an evaluation of their role, their methods and the impact of their actions, in order to lay solid foundations for the purpose of moving forward in improving the quality in the management of all the aspects related to Evs volunteers hosting or sending. On one hand the European Commission considers the EVS as one of the most significant springboards for social and economic insertion of young people. At the moment, there are 4799 organizations accredited as EVS promoters in Europe and other eligible countries. On the other hand, many and various complaints have been expressed by volunteers, coordinating, hosting and sending organizations regarding various aspects of the EVS management such budget management issues, lack of resources, insufficient preparation and follow, confusions between the figure of mentor and activity supervisor, and many others. Facing the actual conjuncture, the program countries tend to push the promoters to increase the number of mobilities for young people, particularly long-term ones. This practice generated a “golden opportunity” effect for a growing number of organisations, to the detriment of the quality and interest of the only real beneficiaries: the young people. We believe that quality and quantity can be compatible if the promoters keep in mind, during the project cycle management and the implementation, the values and principles that are the motives of non-profit making organisations in their action for the only community benefit. Thus a four-day training course will enable us to raise a discussion about the issue of a better EVS management, based on exchange of experiences and good practices, in order to lay the foundations for the creation of a manual.

Tambour Battant is a non-profit organization founded in the year 2000. Our main objectives are to promote cultural activities and to build bridges for better intercultural understanding through:
- international youth mobility (Exchanges, Volunteering, trainings),
- giving “Access to culture for all”,
- and fostering "Culture and sustainable development”.
Tambour Battant is an active member of the Regional Platform for international Youth Mobility, co-funded by a French Fund: "Fonds d'Experimentation pour la Jeunesse". In this frame, we run a long-term project in which we promote youth international mobility for purposes of volunteering and intercultural learning, as a tool for youth empowerment.
As an active organisation in the field of youth, our experience in European and international cooperation started in the year 2009, thanks to the financial support of European programs such as “European Social Fund”, “Lifelong Learning Program”, “Youth In action”, and the “Erasmus + Youth an Sport” Program. We implemented, as a coordinator or as a partner, several projects which involved so far more than 400 participants.
Our team is currently composed of 2 employees, 11 local volunteers and 6 EVS volunteers. This offers us a variety of competencies: project management, youth mentoring, non-formal education methodology, etc. Thanks to our expertise in European and international partnerships’ coordination in the field of youth, our staff members have been able to cumulate good knowledge and know-how in different fields.
Today we aim at sharing our experience and, in return, to learn from our partners because we believe that each participant to this training has something interesting to share with the others!

Costs

- Travel expenses will be refunded with a limit of 275€/participant, round trip. - Accommodation is provided. Double rooms in a cottage. - No participation fees.
