The main aim of the trio training (LTTC) is to strengthen local democracy by building the capacity of youth policy stakeholders in reloading (re-defining, creating, reforming) youth participation in decision making.
Rationale Several NAs from the network of Erasmus+Youth in Action National Agencies, have launched a long-term process (2015-19) that establishes a Strategic Approach of working with local and regional public authorities in planning, developing, maintaining and reforming democratic youth participation structures for dialogue, co-decision and co-management. To engage youth in reloading local democracy, the youth policy stakeholders and their organisational environment require specific competences to establish, maintain and develop sustainable democratic participation structures for young people. A research has been conducted, in cooperation with several National Agencies of the E+ Programme, to identify this specific set of competences which have been compiled in a Map of Competences for engaging youth in municipal decision-making. Since the Map of Competence was acknowledged by practitioners and National Agencies involved in this partnership, a long-term training course called Trio Training will use this Map of competences as reference of the learning approach. The National Agencies from Italy, Portugal, Estonia, Finland, Belgium French-speaking community, Austria and Spain organise a long-term project consisting in two international activities: the first activity will take place in Italy, in November 2018 and will be followed by a seminar in Estonia in May-June 2019. Between the two international activities there will be a national implementation phase. Specific objectives of the trio training (LTTC) are: - to share and develop practices and approaches in engaging young people in decision making in Europe; - to train and empower a national team of relevant stakeholders in supporting and developing youth participation in municipal decision making in reference to the Map of competencies; - to improve the cooperation between national agencies and local municipalities in order to develop youth participation in decision making by using the Erasmus+ Youth programme; - to reflect on the quality and transferability aspects of practices in youth participation (in decision-making) structures and projects; - to improve the quantity and quality of KA3 (and other) Erasmus + projects that aim to develop youth participation in decision making; - to initiate the development of a toolbox for municipalities on youth participation in decision making and use Erasmus + projects in support of this development Expected profiles of the trio training: The national trio teams will be expected to design and implement a national plan of activities with the aim to train and involve local municipalities in designing and reforming local youth participation structures and design KA3 project to support those activities. The trio should be composed by: 1) NA representative dealing with youth participation projects and KA3 projects 2) A trainer with the following profile: - Qualified and recognised trainer by the national agency (junior or senior); -Experienced in non-formal education, youth work and training in the framework of the Erasmus+ program; - Experienced in working with/training/coaching municipalities in the field of participation of young people in decision making; - Fluent English and national language. 3) Municipality worker or representatives of entrusted organisations who work with/for engaging young people with the following profile: - Working within municipal structures in the field of youth policy; - Preferably experienced in managing youth participation in decision making on municipal level; - Speaking English and national language fluently. Participating in this project involve to: take part in two international activities and implement / initiate national actions in between the two international activities

Costs

This project is financed by the Erasmus+: Youth in Action Programme. Being selected for this course, all costs (accommodation, travel, visa, etc.) relevant to participation in the course will be covered by the NAs or SALTO involved in this project - except a participation fee which varies from call to call and country to country. Please contact your Erasmus+: Youth in Action NA to learn more about the financial details, and how to arrange the booking of your travel tickets and the reimbursement of your travel expenses. The first part of the activity in Italy is financed with TCA 2018 budget.
